Suspended flag-like textiles in distinct visual languages filled the atrium of the Justus Lipsius building in Brussels for Commotion, developed by Vhils with Underdogs and a group of invited artists during Portugal's 2021 Presidency of the Council of the European Union. The installation replaced the symbolism of national representation with a shared artistic conversation, built entirely from recycled materials to link cultural cooperation with the presidency's commitment to sustainability. For Vhils, Commotion marked a shift from individual intervention to curatorial authorship, with collaboration itself becoming both medium and message.
